A restatement is a manager going back and replacing a 13F in full: the first version is withdrawn and a second takes its place. Every other site shows only the surviving version, so a position that was reported and then removed never existed as far as their readers know. Both are public, and the difference between them is simply a subtraction.
Ranked by how much of the filing changed, not by dollars - a manager moving 1% of a trillion is a rounding error, while a small firm moving a third of its book is not. Only revisions of at least 2% and $10.0M are listed; most restatements are ordinary housekeeping. Stood is how long the withdrawn version was the public record.
